is going to break it down for us. what do these plans do with all that money? >> first off, the $50 billion infrastructure program would rebuild or build 150,000 miles of road, 4000 miles of railroad track, 115 miles of airport runways. essentially, that would be paid for with taxes on the oil and gas industries. it's a six-year program, no new jobs created immediately, and much of the criticism is that it is essentially a payoff to the unions. there is a second plan to be unveiled tomorrow, the "wall street journal" saying that this is a $200 billion plan, $200 billion worth of tax breaks for businesses. it would speed up the writeoff, for example, bill, you spend $10,000 on a computer right now, and immediately, that $10,000 comes off your business income, taxable business income. overall, no new jobs created immediately, some say that this is the president scrambling because his polls on the economy are looking very, very bad, and both of those plans would require a vote in congress, which is not likely. bill: wow, so here we are, post labor day. i can't think of a bigger issue in the co

that caught fire. you can see behind us just four or five homes totally leveled. fire crews not doing anything over there. a few minutes ago we heard a very loud explosion. we didn't know what it was. turned out to be this white station wagon, some kind of car explosion. that's another thing crews out here have to deal with. we are right next to what we think was ground zero. you can see everything is completely leveled. to give you an idea how hot this fire was, want to show you this. look at the back of this white volkswagen, the heat just melting this taillight. if you want to the front, you can see that the explosion caused the concrete to travel a great distance. just lying here on the windshield of this car, a big chunk of it. one of the big problems firefighters are dealing with is the wind. you can see it on this crime scene tape blowing around and see it with this smoke. that's helping to spread the flames. and the wind has died down. that is the good news. hopefully fire crews will soon be able to get an upper hand on this blaze. the latest figure we were told is 50% containment. som

>>> welcome to "mornings on 2." i'm dave clark. >> i'm tortie campbell. >>> the u.s. coast guard begins to search the waters off marin county. it's in response to a frantic may day call. claudine wong has an update. >> good morning. i'm waiting for the coast guard to get back to me. we know yesterday, they spanned this area, from here, south to angel island. they are looking for the distressed caller. the problem is they don't know who or what they are looking for. all they know is a female caller called in a may day shortly before 10:00 last night. there was very little information. here's what the coast guard said this morning about that call. >> it was a woman calling, i have a may day. listen to me. listen to me. i have a may day. the coast guard of san francisco was able to reestablish communication with the woman. they never heard back from her. >> reporter: they also put out a call to other vessels for any type of distressed voters. they did send two vessels out on the water to search the waters for any sign of a distressed voter -- boater and that came up empty. they say

evening, i'm julie haener. >> and i'm frank somerville. the truck driver tells us that his brakes failed and he couldn't avoid smashing into the row of cars at the bottom of a freeway off-ramp. the accident happened at 4:15 this afternoon on the grand avenue exit ramp from eastbound i-80. ktvu's amber lee is live at the scene tonight with our report. amber? >> reporter: frank, this busy off-ramp remains closed as work hes clean up the debris. there was a lot of damage but few injuries. the truck driver who identified himself to us only as tony, says he was on his way home when the brakes failed. he said he had been hauling dirt in oakland. tony estimates he was going 45 miles per hour down the exit ramp when he couldn't stop his truck. he told us he scrambled to find a way to avoid hitting the vehicles in front of him. >> i was looking at that way, you know, the telephone poles and can't go that way. can't go up the hill. can't hit the side of the freeway. i had nowhere to ditch the truck. and i was just like, praying. >> reporter: the truck slammed into a honda causing a chain reaction.

. the incident near hopper street us a can see here on the map as we zoom in to it for you. allen is live in petaluma tonight with more on salvage operation. really gone wrong. >> yes dan. out here at the marina some kayaker were complaining that they had to dodge huge tar ball earlier this morning but tonight most of that slick has either dissipated or evaporated. glob of oil floated out toward the bay at low tide around six this evening. the remnant of what petaluma resident say was large oil slick that stretched from shore to shore as it moved through this slew. 8:00 o'clock this morning the department of fish and game says this old tug boat being chopped up for scrap metal and leaked between 200 and 600 gallon of oil. the owner of the tug apparently knew it was leaking because he already had an oil boom around it. but the department of fish and game says this morning flood tide swept the oil out into the estuary creating oil slick 2 and a half miles long. resident say these are extremely sensitive wetlands. >> last week i saw couple river otters. usually it is a few shore birds
